[1]-First of all Open any image as I did take following image with the help of Ctrl+O

[2]-Now create the following selection with the help of Elliptical Marquee Tool & then press Ctrl+C

[3]-Now Open New Layer & then press Ctrl+V & your Layer Pallete should look like as shown below

[4]-Now Rotate the following Shape with the help of Ctrl+T & then press ENTER

[5]-Now make the Duplicate Layer with the help of Ctrl+J & then Hide the First Layer with the help of Remove the EYE SIGN
which appear beside the Layer

[6]-Now select Duplicate Layer1 & then Rotate the following Wheel with the help of Ctrl+T & then press ENTER & your image
should look like as shown below

[7]-Now once again make the Duplicate Layer with the help of Ctrl+J & then ROtate the Wheel with the help of Ctrl+T

[8]-Now go to WINDOW>ANIMATION & then make the 5 Duplicate Frames with the help of 5 times click on following Button
which is indicating by Hand sign

[9]-Now select Frame1 & then Hide the following Layers with the help of Remove the EYE SIGN which is indicating by Hand sign

[10]-Now your image should look like as shown below

[11]-Now select Frame2 & then Hide the following Layers with the help of Remove the EYE SIGN which is indicating by Hand sign

[12]-Now your image should look like as shown below

[13]-Now select Frame3 & then Hide the following Layers with the help of Remove the EYE SIGN which is indicating by hand sign

[14]-Now your image should look like as shown below

[15]-Now select Frame4 & then Hide the following Layers

[16]-Now your image should look like as shown below

[17]-Now select Frame5 & then Hide the following Layers

[18]-Now your image should look like as shown below

[19]-Now select Frame6 & then Hide the following Layers

[20]-Now your image should look like as shown below

[21]-Now use the following Time settings of each Frames & then Play the Animation with the help of Click on following Button
